Cureus Journal of Medical Science offers a "crowdsourced" kind of peer review - and some people have expressed concerns regarding quality. If you meet their submission criteria, there is no APC. As of January, 2024: 51% acceptance rate, 33 days from submission to publication, 31% of articles are published for free. Cureus publishes articles under a CC-BY license so authors retain full copyright of their work.
